2015/06/24: Update for #RQ100021: Default the cost to price list, and give error if no cost

An was loaded this morning, addressing the following issue:
Default the cost to price list, and give error if no cost
1. Give error on no cost when invoicing, but only on stocked items.
2. Use the limit price on the purchase price list to create a cost record.
This addresses the problem where Customer Shipments in the back end, do not post, when no cost is available.
